WEST HOLLYWOOD, Calif. (AP) ? Sheriff's deputies say a woman threw powder on Kim Kardashian in the lobby of a West Hollywood hotel where the television personality was hosting an event.
The Los Angeles County Sheriff's Department says deputies were called to the unidentified hotel on North San Vicente Boulevard shortly before 8 p.m. Thursday.
Deputy Peter Gomez says the woman who allegedly threw the powder was detained by hotel security and later released at the scene.
Gomez says Kardashian told the deputies she did not want to press charges against the woman and a non-criminal battery report was taken
Gomez says paramedics were called to the hotel, but Kardashian refused medical treatment.
He says Kardashian returned to her room, removed the powder from her hair and clothing and returned to the event.

Coming off a final round at Innisbrook in which he made a 13 on one hole, Wi hit an 8-iron over the water to 6 feet for birdie on the 18th for a 6-under 66, giving him a share of the lead with Jason Dufner on Thursday in the Arnold Palmer Invitational.
It's the fourth time Dufner has been atop the leaderboard after a round during the Florida swing ? except that none of those rounds have been Sunday.
The last time Woods was seen on the PGA Tour, he was being driven away in a golf cart after withdrawing in the middle of the final round at Doral with soreness and swelling in his left Achilles tendon.

CBO: ObamaCare Will Cause Millions to Lose Insurance and ...
?If you like your healthcare plan, you can keep your healthcare plan,? President Barack Obama said repeatedly during the debate over his healthcare reform bill, hoping to allay fears that the bill, if passed, would force individuals into different health insurance plans or force those plans to change.
Tell that to the Congressional Budget Office (CBO). That nonpartisan agency has just released a report estimating that anywhere from 3 million to a whopping 20 million Americans are likely to lose their employer-based health coverage annually beginning in 2019.
The CBO considered a variety of scenarios with regard to employer-based health insurance. The best-case scenario had just 3 million people losing their coverage each year from 2019 to 2022, while the worst-case scenario had 20 million losing it. (One scenario, however, projected that 3 million more people each year would receive employer-based insurance.) The CBO?s best estimate was that ?about 3 million to 5 million fewer people, on net, will obtain coverage through their employer each year ? than would have been the case under prior law.?
The CBO expects employers to drop insurance coverage primarily for low-wage earners. The penalty for failing to insure employees, after all, is often far lower than the cost of insuring them; and low-wage earners have little bargaining power. In addition, employers will expect those workers to be able to obtain healthcare via Medicaid, the Children?s Health Insurance Program (CHIP), or subsidized insurance on state exchanges ? which is true for some but not all of them. In 2019 the CBO projects 11 million people will lose coverage through their employers and another 3 million will drop it voluntarily to obtain subsidized insurance or Medicaid; but it expects 9 million to gain employer-based coverage, meaning that 5 million fewer people will have employer-based health insurance.
Moreover, despite the hype surrounding ObamaCare, it will not by any means solve the problem of individuals? lacking health insurance. According to the CBO?s best estimate, the Affordable Care Act (ACA) will only insure about half of those who would be uninsured in its absence: ?Under the ACA, the number of people without health insurance will fall from between 57 million and 60 million in those years to about 26 million or 27 million.? That, of course, leaves the door open for further intervention ? perhaps in the form of universal, government-run healthcare ? to take care of those remaining uninsured persons.
While the CBO admitted that ?there is clearly a tremendous amount of uncertainty about how employers and employees will respond to the set of opportunities and incentives under ObamaCare, it apparently had enough confidence in its own prognosticative powers to offer forecasts of how many people will lose (or gain) employer-based coverage a decade hence. At the same time, it dismissed various surveys showing that far more employers are likely to drop insurance coverage than the government has estimated because the survey results are ?conflicting? (as were the CBO?s various scenarios) and because ?it is doubtful that any survey conducted today could provide very accurate predictions of employers? future decisions.? Apparently, forecasts that bolster, at least to some extent, the government?s agenda are to be believed despite vast uncertainty, while those that conflict with that agenda are not to be trusted because of said uncertainty.
Republicans were only too happy to seize on the inconsistency between the President?s pledge to let people keep their existing health coverage and the CBO?s forecast of millions? being deprived of their employer-based plans.
??President Obama?s string of empty promises is quickly becoming a disappointing trail of broken promises,? House Budget Committee Chairman Paul Ryan (R-Wis.) said in a March 15 statement. ?He promised Americans that his overhaul of the health care sector would not jeopardize the health coverage of those who liked what they had. As nonpartisan analysts made clear today, millions of Americans will soon learn the hard way that Washington?s overreach into their health care decisions will result in sharp disruptions to their coverage and their care.?
This marked the second time in the space of a few days that the CBO had handed the GOP a political advantage with regard to ObamaCare. An earlier report estimated that the law would now cost nearly twice as much as originally forecast ? $1.76 trillion as opposed to $938 billion ? between now and 2022.
The reason for the increase is that the original 10-year estimate included two years before the law would take effect, during which, naturally, there was little to no spending on it. Now that the estimate begins when ObamaCare begins, there is spending throughout the decade under consideration, making the price tag higher. The fact that that cost doubles when only two more years of spending are included shows just how fast the law is going to become a drag on the federal budget.
In addition, that $1.76 trillion is only the estimated cost of subsidizing insurance coverage. It does not include implementation costs or other charges. Adding those in, Senate Budget Committee ranking member Sen. Jeff Sessions (R-Ala.) told Fox News, would bring the cost to $2.6 trillion over 10 years ? which, he noted, was more than the $2.1-trillion deficit-reduction target that Congress set last year.
?The bill spends more than the President promised, it covers fewer people ? probably 2 million fewer people ? and it taxes more than was expected,? Sessions said.
In other words, it?s just another day in the life of ObamaCare, whose motto seems to be ?Promises are made to be broken ? and fast!?

Syrian insists rebels are regrouping, won't cave
GORENTAS, Turkey (AP) ? Syrian rebels are regrouping despite some bitter defeats at the hands of President Bashar Assad's regime, and a top priority is finding weapons and ammunition to boost their firepower, a man who identified himself as a low-ranking rebel commander told The Associated Press.
Ahmad Mihbzt, who said he was a sergeant who defected from the Syrian army, spoke in Gorentas, a Turkish village just a few kilometers (miles) from the Syrian border. The 25-year-old is one of hundreds, possibly thousands, of rebels who have fled to Turkey, where many hope to turn the tide of the fight back in their favor.
"We are regrouping," Mihbzt insisted Sunday. "We are working on finding weapons."
In recent weeks, as the uprising against Assad wrapped up its first year, Syrian government forces retook some key rebel-held areas in the country.
On March 1, after nearly four weeks of relentless shelling that killed hundreds of people, the government reclaimed the Baba Amr neighborhood in the city of Homs. On Tuesday, government forces retook the town of Idlib after a bloody, three-day operation close to the border with Turkey.
Mihbzt was among some 200 rebels, including military defectors, fighting Syrian troops in the village of Cenudi, near Idlib. About a week ago, government forces routed the rebels after shelling the village from about 3 kilometers (1.9 miles) away in an operation that used hundreds of soldiers, Mihbzt said.
Mihbzt and his 20 men left their weapons with other rebels who fled to nearby mountains and began a 25-kilometer (16-mile) walk toward the Turkish border while under fire from Syrian forces. He said the rebels withdrew in part to protect the civilian population from further harm.
Now he is in a refugee camp in Turkey that houses about 500 former members of the Syrian military. More than 15,000 refugees labeled as civilians are in other border camps. Mihbzt claimed thousands of those refugees also are members of the Free Syrian Army, a statement difficult to immediately verify.
The rebels' top priority is gathering more weapons and especially ammunition, Mihbzt said.
As part of their strategy, rebel fighters are targeting Syrian soldiers on patrol or sentries guarding various facilities to seize their weapons. The rebels also hope to capture arms depots belonging to the Syrian army, he said.
The soft-spoken Mihbzt didn't give many details, but an influx of weapons could possibly transform the conflict.
Saudi Arabia and Qatar have been discussing military aid, but the United States and others have not advocated arming the rebels, in part out of fear it would create an even more bloody and prolonged battle.
Syria has a complex web of allegiances in the region that extends to Iran and the Lebanese militant group Hezbollah, raising concern that violence could spread beyond its borders if other nations directly army the rebels or send in their own troops.
The regime says it is fighting foreign terrorists and armed gangs, not a genuine popular revolt. But the opposition says it was forced to take up arms after the government used tanks, snipers and machine guns to crush peaceful protesters inspired by the Arab spring revolutions in Tunisia, Egypt and Libya.
A major challenge facing the rebels is a dearth of cash with which to buy weapons and ammunition.
A well-connected Turkish smuggler who operates in the region says rebels have faced difficulty buying weapons on the black market in part because people close to the Syrian regime have offered higher prices. He spoke on condition of anonymity because he fears reprisals if he is named.
Interviews with more than a dozen FSA members in recent months indicate that the group's weapons tend to come from Iraq and Lebanon, as well as from army defectors who kept their weapons when they abandoned their posts.
Mihbzt said the rebels mostly had Kalashnikovs, some rocket-propelled grenade launchers and heavy machine guns. He said finding ammunition in good condition is a problem. But he insisted rebels would not give up their quest to overthrow the Assad regime.
"We don't accept the defeat," he said. "We will fight until our last drop of blood."

Apple stock tops $600 day before new iPad release
NEW YORK (AP) ? Apple Inc.'s stock touched $600 for the first time, the day before the company's latest iPad goes on sale.
The stock reached $600.01 just after the market opened and was up $3.76 at $593.34 after the half-hour of trading.
Apple is the world's most valuable company, with a market capitalization of nearly $555 billion. It topped $500 billion for the first time in late February, a market value peak where few companies have ventured.
Anticipation is high for Apple's latest creation. Some industry experts believe the Cupertino, Calif., company could sell 1 million of the new iPad on Friday, when it becomes available to the public. Apple has already stopped taking advance orders for Friday and said customers should expect a two- to three-week wait for purchases made through its online store.
There were 15.4 million iPads shipped in Apple's most recent quarter, which included the critical holiday season. That amount was more than double its iPad sales the year before.
The updated iPad will not have a new name. Upgrades include a sharper screen, driven by a faster processing chip that acts as the "brains" of the device. The new features will make the tablet computer slightly thicker and heavier than the iPad 2, because it needs a larger battery to power the high-resolution screen.
Prices aren't changing from the previous models. They will start at $499. Versions capable of accessing cellular networks will cost $629 to $829.
The new iPad will go on sale Friday in the U.S., Canada and 10 other countries. It will go on sale in 25 more countries next week.

LSI boosts 1Q adj. earnings, revenue outlooks
MILPITAS, Calif. (AP) ? LSI Corp raised its first-quarter adjusted earnings and revenue forecasts Wednesday thanks to increased demand for hard disk drives and flash-based products.
Shares jumped more than 5 percent, or 46 cents, to $9 in premarket trading.
The Milpitas, Calif. company said that it now expects adjusted earnings between 12 cents and 16 cents per share on revenue of $585 million to $615 million. Its prior guidance was for adjusted earnings between 9 cents and 15 cents per share on revenue in a range of $550 million to $590 million.
Analysts polled by FactSet expect first-quarter earnings of 12 cents per share on revenue of $571.7 million.

Microsoft Offers Credit for Azure Cloud Outage
Microsoft has offered a service credit for customers of its Windows Azure cloud computing service in the wake of an extended outage?on Feb. 29 due to a Leap Year date issue. Microsoft also apologized for problems with its status dashboard for Azure, which crashed during the outage, and promised to expand its communications efforts to make better use of social media.
?Microsoft recognizes that this outage had a significant impact on many of our customers,? the company said in an incident report. ?We stand behind the quality of our service and our Service Level Agreement (SLA), and we remain committed to our customers. Due to the extraordinary nature of this event, we have decided to provide a 33% credit to all customers of Windows Azure Compute, Access Control, Service Bus and Caching for the entire affected billing month(s) for these services, regardless of whether their service was impacted.?
The root cause of the outage was a Leap Year bug in which the system that generates security certificates for Azure. The incident recalld the days of the Y2K bug and the ability of an unanticipated date to trigger a system malfunction.?The system recognized Feb. 29, 2012, but the certificate generation process set a one-year expiration date of Feb. 29, 2013 ? which is not as a valid date, as 2013 is not a leap year.
The impact on customers was exacerbated when the Windows Azure Dashboard was knocked offline, unable to handle the traffic from Azure customers seeking information about the outage. The dashboard is hosted on two internal infrastructures, Windows Azure and Microsoft.com and also geo-replicated, according to Microsoft. But that didn?t help as the outage persisted, which resulted in ?exceptionally high volume and fail-over/load balancing? problems.
?The service dashboard experienced intermittent availability issues, didn?t provide a summary of the situation in its entirety, and didn?t provide the granularity of detail and transparency our customers need and expect,? the company said. ?A significant number of customers are asking us to better use our blog, Facebook page, and Twitter handle to communicate with them in the event of an incident. ?
Microsoft is about three years late in acknowledging the importance of Twitter as a primary communications tool during outages. But the frequency of updates wasn?t the only issue for customers, who were clearly unhappy with generic ?something is still wrong, we?re working on it? updates.
?Although updates are posted on an hourly basis, the status updates were often generic or repeated the information provided in the last couple of hours,? Microsoft said. ? Customers have asked that we provide more details and new information on the specific work taking place to resolve the issue.?

Scuffle after NKorea rejects 'fabricated' UN report
A scuffle broke out Monday in the UN Human Rights Council and a man was detained by security after a North Korean diplomat said a critical report by an independent expert had been fabricated.
North Korea said it "roundly rejects this useless interpretation" which it said was "fabricated by hostile elements" and it called on the council not to renew the mandate of special rapporteur on human rights Marzuki Darusman.
As North Korean delegate So Se Pyong was leaving the hall a scuffle occurred and a man was held by UN security officials before being later released.
The dispute erupted when council members took note of the report by Darusman, the UN special rapporteur on human rights in North Korea.
The report covers the period from September 2011 to January 2012, when it said the situation in North Korea "continued to deteriorate."
After the report was presented, North Korea took the floor, followed by repesentatives of the European Union and Japan.
As the Japanese representative was about to finish his speech, the North Korean diplomat stood up to leave and the scuffle broke out. Some diplomats said South Korean parliamentarians tried to engage the North's envoy
One of the men who was stopped by UN security shouted, "Remember Korean refugees."
Japan welcomed the report and urged North Korea to find a solution to "the issue of abduction of Japanese nationals".
Tokyo, a former coloniser of the Korean Peninsula, and Pyongyang have no formal diplomatic relations and their relations are often strained, even hostile.
France said "serious and massive violations of human rights" had taken place in North Korea and expressed "concern at the deteriorating human rights situation noted in the UN expert's report including sending many people to prison for political reasons".
The EU and the United States noted concern about the report while Cuba, Zimbabwe and Syria said it was a Western attempt to undermine North Korea.
The report said the human rights and humanitarian situation in North Korea has deteriorated in recent months, while adding that the leadership transition following Kim Jong-Il's death in December was an opportunity for reform.
"The current transition may be a window of opportunity for the country to adopt a reform process and address all questions and concerns in relation to human rights," said Darusman.
Kim Jong-Un took over as leader of the North Korean regime after his father Kim Jong-Il's death on December 17 from a heart attack at the age of 69.

India?s ?Angry Brides? game wages war on dowry ?????????????????
An online game in India called ?Angry Brides? which wages war on dowry and seeks to highlight the problem of illegal dowry demands has attracted more than 272,000 fans.
The game by online matchmaker Shaadi.com ? inspired by the hugely popular ?Angry Birds? game ? sees players attack prospective grooms greedy for dowry with a variety of weapons, from a brick-red stiletto to a broomstick.
The three grooms ? an engineer, a doctor and a pilot ? dodge the attacks while demanding dowries starting at 1.5 million rupees (NT$898,000). Each time a player hits a groom, he or she wins money towards a virtual anti-dowry fund.
The game, available as a free application on Facebook, has already attracted more than 272,000 ?likes.?
Paying and accepting a dowry in India has been illegal since 1961, but the centuries-old tradition of the bride?s parents presenting gifts of cash, clothes, jewellery and even appliances to the groom?s family remains strong.
Demands for dowry often persist well past the wedding ceremonies, and in the worst cases brides are tortured and even murdered if they or their parents do not comply.
